UNICEF vacancy: Lead Consultant to support the Federal Ministry of Health in revising the NSHDP II Framework

UNICEF is seeking a Lead Consultant to support the Federal Ministry of Health in revising the National Strategic Health Development Plan II Framework in Nigeria.
The Consultant will lead the revision process in line with international health planning standards. This multi-step approach involves conducting a situation analysis, setting up a steering committee and technical working group, stakeholder consultations, and the revision of priorities, goals, objectives, and broad activity areas. The Lead Consultant will work with two other National Consultants, supervise Federal and States Consultants, and undertake expert duties assigned by the Technical Coordination Group.
The key assignments for the Lead Consultant include submitting a detailed proposal outlining the methodology, conducting a situation analysis, producing the zero draft of the Revised NSHDP II Framework, facilitating the review of the draft, engaging stakeholders, supervising the technical support of Federal/State Consultants, and consolidating F/SSHDPs into the final Revised NSHDP II.
The successful candidate must have an Advanced Degree/Fellowship in Public Health, Health Policy, or Health Systems Management, a minimum of 10 years of international experience working in the health sector, with evidence of support in developing Health Sector Strategic Plans in the last 5 years. The candidate must also have expertise in health policy, strategy, and plan development, including policy analysis skills, proven ability to lead multi-stakeholder initiatives and collaborations, excellent oral and written communication skills, scientific stature in peer-review publications, and an excellent knowledge of the Nigeria health system.
